This manual is published by Outlaw Developments (Pty) Ltd t/a Outlaw Golf Carts (“Outlaw Developments”, “the Company”, “we”, “us”, “our”) in terms of section 51 of the Promotion of Access to Information Act 2 of 2000 (“PAIA”), read together with the Protection of Personal Information Act 4 of 2013 (“POPIA”). Its purpose is to assist members of the public in exercising their constitutional right of access to information held by Outlaw Developments, as guaranteed by section 32 of the Constitution of the Republic of South Africa, 1996.

2. Information Officer and Deputy Information Officer
The Information Officer is the Head of the Company, as contemplated in PAIA, unless another person has been formally designated and registered with the Information Regulator. Requests for access to records, and any queries regarding this manual, should be directed to the Information Officer using the contact details on our website.
3. Guide on how to use PAIA
The Information Regulator has, in terms of section 10 of PAIA, published a guide containing information to assist a requester to exercise their rights in terms of PAIA. This guide is available from the Information Regulator of South Africa:

4. Records automatically available (no formal request required)
The following categories of records are available on our website or on request, without the need for a formal PAIA request:

6. How to submit a request for access to a record
A requester must complete the prescribed form (Form 2 under the PAIA Regulations) and submit it to the Information Officer together with proof of identity. Requests may be submitted by email, post, or hand delivery to the addresses listed above. Sufficient detail must be provided to enable the record to be located.
7. Fees
A request fee and, where applicable, an access/reproduction fee may be payable in accordance with the fee structure prescribed under PAIA. No request fee is payable for a request for a requester’s own personal information.
8. Grounds for refusal of access
Access to a record may be refused on the grounds set out in Chapter 4 of Part 2 of PAIA, which include (without limitation) records that would unreasonably disclose the personal information of a third party, protect commercially sensitive or confidential information, breach legal privilege, or otherwise fall within the mandatory or discretionary grounds for refusal set out in the Act.
9. Right to lodge a complaint
A requester who is dissatisfied with a decision may lodge an internal appeal (where applicable), or a complaint with the Information Regulator, or apply to a court for appropriate relief, in accordance with PAIA.

This manual will be updated from time to time as required by law, and the current version published on our website will always take precedence.
